  • 1 small bay leaf
  • 1 tablespoon butter
  • 1 tablespoon extra-virgin olive oil
  • 1 cup 1/4-inch dice yellow onion
  • 2 garlic cloves, minced
  • 2 tablespoons all-purpose flour
  • 3/4 cup 1/2-inch dice celery
  • 1 medium russet potato, peeled and diced 3/4-inch (about 1 cup)
  • 1/4 cup scallions
  • Salt, freshly ground pepper, for seasoning
  • 1 1/2 cups half-and-half
  • 1 tablespoon fresh snipped chives
